The Ghana Audit Service recovered approximately GH¢24.95 million in unearned salaries and other financial irregularities in 2025, according to the Ghana Anti-Corruption Coalition’s State of Corruption Report 2025.

The report says the recoveries were made through a combination of a nationwide payroll audit and routine audits conducted by the Audit Service.

As part of the payroll exercise, the Service retrieved about GH¢10 million from a total of GH¢150.36 million identified as unearned salaries, allowances and other irregular payments involving 2,408 former staff.

The Audit Service also recovered an additional GH¢14.95 million through its regular audits of public institutions across the country.

The Ghana Anti-Corruption Coalition says the recoveries point to improvements in efforts to protect public funds and strengthen financial controls.

However, the Coalition cautioned that the continued discovery of irregular payments reflects broader weaknesses within Ghana’s public financial management system.

It called for stronger enforcement mechanisms and preventive measures to reduce the recurrence of financial breaches.

The report also noted the contribution of institutions including the Commission on Human Rights and Administrative Justice (CHRAJ) and the Office of the President to policy reviews and decisions involving major corruption-related allegations.

The assessment forms part of the Coalition’s wider review of Ghana’s anti-corruption efforts in 2025, highlighting progress in the recovery of public funds while pointing to persistent challenges in enforcement and implementation.
