NDC G/R Chairman Nii Ashie Moore in trouble as AG charges him with ‘stealing’ from a Singaporean businessman

Emmanuel Nii Ashie Moore, Greater Accra Regional Chairman of the governing National Democratic Congress

The Office of the Attorney General and Ministry of Justice has advised the Criminal Investigations Department (CID) of the Ghana Police Service to charge businessman and the current Greater Accra Regional Chairman of the governing National Democratic Congress (NDC), Emmanuel Nii Ashie Moore, with stealing contrary to Section 124 of the Criminal Offences Act, 1960 (Act 29).

The advice is contained in a letter dated 16th March, 2026 with reference  GR/PD/61/26 signed by Senior State Attorney, Nana Ama A. Prempeh, for the Attorney General and forwarded to the Asst. Commr/SIU, CID Headquarters for compliance.

The case is The Republic vrs Emmanuel Nii Ashie Moore and another suspect named Luibing Liang.

According to the AG's review of the docket, the complainant is Toh You Kang, a Singaporean businessman.

In May 2025, he is said to have been invited to Ghana by the 1st suspect, Nii Ashie-Moore, under the pretext of making a business investment.

Upon arrival at Kotoka International Airport (now Accra International Airport) on 28th May, 2025, the suspect allegedly took custody of the complainant's Singaporean passport under the pretext of facilitating VIP clearance and did not return it.

The complainant was lodged at Fiesta Residences, Cantonments, and later taken to a location in Adenta described as the suspect's residence where he was accused of fraud and asked to pay $5,500,000 or face police detention.

The complainant was subsequently arrested and detained at the Accra Central Police Station for about ten days.

While the complainant was in custody, the Nii Ashie-Moore allegedly went to Fiesta Residences and checked him out of the hotel and took his belongings.

According to the petition and hotel management, none of the complainant's belongings were left in his room at checkout.

CCTV footage from the hotel and obtained through a court order from the Circuit Court at Dansoman on 2nd July, 2025, showed the Nii Ashie-Moore attempting to return some items but was restrained by the hotel management.

The missing items listed included a Singaporean passport,  Louis Vuitton duffle and Bugatti luggage bags, credit and debit cards, iPad, four phones, house keys, two luxury vehicle keys, clothes, perfume and a cash of $10,000.

The complainant states that none of his items have been returned till date.

Investigators also flagged unexplained circumstances about how the suspect came to possess the complainant's medication while he was in cells and how the complainant's passport later ended up deposited at the Registry of the High Court, Criminal Division, which the Assistant Registrar, Gordon Amiah, confirmed but could not recall who deposited it.

After reviewing statements of the complainant, the suspect, investigating officers including Chief Inspector Gabriel Ametame and D/C/Insp. Timothy B. Asamoah , and the cybercrime analysis of the CCTV footage, the Attorney-General concluded that the NDC Regional Chairman should be charged with stealing.

“Upon careful review...it is my considered view that there is sufficient evidence to support a charge of stealing against the 1st suspect, Emmanuel Nii Ashie Moore. The evidence shows that the 1st suspect proceeded to Fiesta Residences, checked the complainant out of the hotel while he was in police custody, and removed the complainant's luggage and personal belongings. The CCTV footage corroborates the removal of the luggage by the 1st suspect..."

"His conduct in taking and removing the complainant's belongings without lawful justification supports the inference of dishonest appropriation of property belonging to another, satisfying the essential elements of stealing."

"From the foregoing, you are advised to charge the 1st suspect with stealing contrary to Section 124 of the Criminal Offences Act, 1960 (Act 29). Kindly obtain a charge statement from him and forward same to the Law Office,” the AG recommended.

The docket with R.O. No. 204/2025 has been retained for prosecution.

The 2nd suspect, Luibing Liang, a Chinese woman based in China, failed to appear for investigations and is currently at large.

In his statements to police, Emmanuel Nii Ashie Moore asserted his innocence and denied having any of the complainant's belongings.
