KATH Director of Finance remains in office despite expired appointment

Investigations have revealed that the Director of Finance at the Komfo Anokye Teaching Hospital (KATH) in the Ashanti Region, Mr. Elvis Kusi, continues to occupy his position nearly a year after the expiration of his official appointment.
According to documents intercepted from hospital records, Mr. Kusi’s appointment formally ended on June 30, 2024.
However, he is reportedly still drawing a salary and signing cheques and other official documents on behalf of the hospital, raising serious concerns about the legality of his continued stay in office.
“This situation is deeply troubling,” a source at the facility said. “Not only is Mr. Kusi receiving salary and benefits without a valid appointment, but he is also signing cheques and legal documents without due authorisation.
His continued stay is clearly irregular and undermines the integrity of the institution.”
Sources indicate that the previous Board of KATH had directed the then-Chief Executive Officer, Prof Otchere Addai-Mensah, to initiate the process of advertising the position, in accordance with the Ghana Health Service and Teaching Hospitals Act. However, the CEO allegedly failed to act on the directive, reportedly in an effort to shield Mr. Kusi, who is said to be a close associate.
Further investigations show that Mr. Kusi filed a case at the Kumasi High Court in May 2024—just a month before his term was set to expire.
The case, which is yet to be determined, has raised questions about whether it was intended to delay the replacement process and allow him to remain in office.
Critics argue that Mr. Kusi’s continued presence at the hospital without a valid appointment constitutes a breach of public service regulations and exposes the institution to legal and financial risks.
As pressure mounts, stakeholders within the health sector and civil society are calling for urgent action from the Ministry of Health and the Ghana Health Service to restore due process and ensure transparency in appointments at KATH.
