National Cathedral board not a state entity, cannot be dissolved without court order – Lawyer clarifies

A legal representative of the National Cathedral Board of Trustees, Charles J. Owusu, has clarified that the Board cannot be unilaterally dissolved by the government, insisting that the body was registered as a company limited by guarantee and does not fall under direct state control.
Speaking at a press conference in Accra on Thursday, Mr. Owusu addressed recent allegations of financial mismanagement made by Government Spokesperson Felix Kwakye Ofosu.
He dismissed the accusations, stating that there is no audit report indicating wrongdoing by the Board or its members.
“The National Cathedral is not a state institution.
It is legally registered as a company limited by guarantee, governed by its regulations and structures.
The government cannot dissolve the Board unless through a court order,” Mr. Owusu emphasised.
He further defended the trustees—comprising senior figures from Ghana’s major Christian denominations—saying they were being unfairly targeted by political actors.
“This is a spiritual and national project, and, unfortunately, it has become a political punching bag,” he added.
Calling on the Christian community for renewed support, Mr. Owusu argued that if believers across the country unite behind the vision, government funding would no longer be necessary to complete the project.
He also appealed directly to President John Dramani Mahama, urging him to either endorse the completion of the cathedral or allow the Board the freedom to independently raise the required funds.
The National Cathedral project has been a subject of national debate, drawing mixed reactions over its cost, funding sources, and transparency.
