Gov't to introduce smart road tolling system by year-end — Roads Minister

Minister for Roads and Highways, Kwame Agbodza, has announced that the government will roll out a smart road tolling system by the end of the year as part of efforts to modernise Ghana's road infrastructure and improve revenue generation.
Speaking at the launch of the National Stakeholders’ Engagement on the Abidjan-Lagos Corridor Highway Project, Mr. Agbodza described traditional toll booths as increasingly inefficient and a source of congestion for commuters.
“The era of physical toll booths is coming to an end,” he stated.
“Smart tolling systems are the future, and they will offer more convenience while enhancing revenue collection.”
The move comes nearly three years after the previous administration under President Nana Addo Dankwa Akufo-Addo scrapped road tolls following the introduction of the Electronic Transfer Levy (E-Levy) in 2021—a decision that has since drawn widespread criticism due to the country’s limited infrastructure funding.
The Adaklu MP praised ECOWAS for adopting a similar smart tolling model for the Abidjan-Lagos Corridor Highway Project, a transformative regional initiative that will link Ghana to four other West African nations: Côte d’Ivoire, Togo, Benin, and Nigeria.
“This programme, led by ECOWAS, marks a historic milestone in our shared vision to transform the Abidjan-Lagos Corridor into a modern six-lane dual carriageway, complete with the necessary support infrastructure,” Mr. Agbodza noted.
He said the initiative aligns with regional goals of integration, economic development, and sustainable growth, calling it a “testament to our commitment to building strong, interconnected economies across West Africa.”
According to the Minister, the smart tolling system will be introduced alongside a nationwide community sensitisation campaign to ensure public understanding and cooperation.
