Bolgatanga Technical University Council Chairman locks up Vice-Chancellor’s office
Drama continues to unfold at the Bolgatanga Technical University (BTU) as the reinstated Vice-Chancellor, Professor Samuel Erasmus Alnaa, and two senior officers were allegedly denied access to their offices today, Monday, October 19, 2026, despite a High Court order reinstating them.
The Bolgatanga High Court had ordered the reinstatement of Prof. Alnaa, Samuel Aduko, Director of Procurement, and Tom Mboya Asigri, Director of Works and Physical Development, after quashing a decision by the University's Governing Council that led to their removal.
The court ruled that the Governing Council did not have the required quorum when they took the decision against them on September 24, 2026, rendering their decision unlawful.
The court consequently granted an Order of Certiorari, effectively quashing the council's decision.
The court also held that the Special Investigative Committee constituted by the council was illegally constituted.
The ruling cleared the way for the officers to return to post as the two directors had earlier been demoted and suspended for three months following the council's action in June 2026.
However, when they reported to office today, they were allegedly locked out.
Narrating the incident to the media, Prof. Alnaa said: "When we got there, our offices were still locked up. So, we went to the Pro-Vice-Chancellor to ask for our keys. They called the registrar to come. What the registrar say is that they cannot act on the directives of GTEC and that they cannot also implement the court's decision, that's the entry of judgment, because their lawyer says that they have filed a notice of motion for stay of execution and a notice of appeal. So, their lawyer has asked them not to take any action."
Prof. Alnaa questioned the legal basis for the university's action.
"I also question whether a notice of motion for stay of execution and a notice of appeal necessarily constitutes stay of execution and appeal. A notice of stay of execution doesn't mean that we should stay execution until the court grants it. A notice of appeal doesn't mean we are going to the appeal court and the appeal court has granted it. It is just a deliberate attempt at delaying the process," he lamented.
He described the action as contemptuous, stressing it does not promote unity and development in the institution.
"We are supposed to begin to unite the institution but all this shows some people are being intransigent and being hardliners."
"You cannot disobey a court's orders and you are going back to the same court for stay of execution and an appeal. This kind of double standard I don't understand," he cautioned.
He disclosed that they have consulted their lawyer for advice on the next line of action, adding that the entry of judgment was served on the registrar last Wednesday.
Meanwhile, when reporters contacted the University Registrar, Richard Abugre Atiah, for the University's side of the story, he declined to comment.
